Mr. Powell is an industry veteran with over 25 years in the information technology federal marketplace. He has been with ECS for the past six years, and is the Chief Operating Officer responsible for all contract operations and business development. As COO, he sets the strategic direction and policy, ensures extraordinary customer satisfaction with all ECS services, and leads ECS quality initiatives.

Mr. Powell was previously Vice President and General Manager of Titan Corporation's IT Outsourcing Division, and has held management positions with NASA, Allied Signal (now part of Honeywell) and was with the U.S. Air Force.

Mr. Powell earned his Bachelor of Science in Computer Science, cum laude, from the University of Maryland and Master of Science from Johns Hopkins University.
